HEAP certification

People may apply in person or by mail through Columbia Opportunities, Inc. at 540 Columbia Street in Hudson, NY. HEAP hours are Monday, Tuesday, and Friday from 9 – 11 a.m. and 1 – 3 p.m., Wednesday from 9 - 11 a.m., and Thursday from 2 p.m. until 7 p.m. Please call 518-828-4611 or toll free 1-888-565-1240 for more information or an application.  

HEAP is a federally funded program that provides help with a household’s annual energy cost. In January the program also offers an emergency benefit for households in a heat or heat related energy emergency. Additionally, HEAP offers an emergency furnace repair and/or replacement benefit for eligible households. To receive this benefit, an application must be made in person at the Columbia County Department of Social Services.

To be eligible for HEAP benefits, the total gross monthly income for a household must be at or below the following guidelines:
